Energy Renovation Plan - New for your home

Last April, Nicolas Hulot, Minister of State, Minister of Ecological Transition and Solidarity, and Jacques Mézard, Minister of Territorial Cohesion, presented the Energy Renovation Plan for Buildings. The main aim of this text is to propose tools adapted to everyone and to every situation, to encourage the energy renovation of buildings. Here's a quick overview of the main measures.

An observation

The building sector is a financial drain for many people, as too many homes are real "energy sinks". 7 million homes are poorly insulated, and 3.8 million households have difficulty paying their bills or are forced to go without heating.
Faced with this situation, the public authorities are aiming to :

- reduce French energy bills by at least 15% over the next 5 years
- improve comfort. By 2050, the entire housing stock will have to be renovated to meet BBC (Bâtiment basse consommation) standards. In the social housing sector, 100,000 "thermal flats" will be renovated every year, and will disappear by the end of the five-year period.
- combat climate change.


4 objectives for a plan
The energy renovation plan for buildings has 4 main objectives:
- to make energy renovation a national priority
- to combat fuel poverty
- to acceleratelerate renovation and energy savings in commercial buildings
- strengthen skills and innovation


Appropriate resources

To enable this ambitious program to be carried out, a number of measures will be deployed. For example

- in 2019, the Energy Transition Tax Credit (CITE) will be replaced by a flat-rate bonus paid as soon as the work is completed. This bonus will take into account the energy efficiency of the work in question
- the Eco-PTZ, considered too complex, will be simplified to facilitate its distribution and make it more accessible, especially to the most modest households
- a guarantee fund for energy renovation (FGRE) will enable partner banks to benefit from a guarantee when granting "Habiter mieux" loans distributed by Anah. This will make it easier for people on modest incomes to access energy renovation and finance the necessary work. Each year, 35,000 households should benefit from loans guaranteed for 3 years.
- the energy label determined following completion of the energy performance diagnosis (DPE) will be made more reliable, notably through the standardization of calculation methods and more controls on professionals
- the RGE (Reconnu garant de l'environnement) label, used to identify professionals qualified to carry out energy renovation work, will be improved. Their training will be stepped up, and tighter controls will be introduced to combat fraud and ensure better-quality work. Prices will be more transparent thanks to the creation of an energy renovation observatory.
