Action logement is best known for the assistance it provides to homeowners. But that's not all. If you're thinking of renting an apartment, you may be eligible for a financial boost.
Subsidies fromAction Logement are designed to help people gain access to rental accommodation or stay in it, particularly in the event of financial difficulties. The VISALE scheme run by Action Logement (formerly run by the Crous) enables you to obtain a rental deposit to rent your accommodation and ensure that the landlord receives the rent in the event of unpaid rent. The Loca-Pass advance is a free advance, paid in priority to your landlord, to finance the security deposit for the duration of the tenancy. The Loca-Pass guarantee: a joint guarantee given to the landlord to ensure payment of your rent and service charges in the event of default. Young people on work-study contracts can apply for Mobili-Jeune assistance to help finance part of the rent.
Mobi-Pass®: greater peace of mind for professional mobility
Mobi-Pass® is an assistance program designed to help you deal with the problems associated with a transfer (change of residence and, in some cases, the obligation to keep the old residence temporarily).
Eligibility requirements:
- be an employee of a private-sector company with 10 or more employees, excluding the agricultural sector;
- assistance is granted in the event of hiring, transfer or training as part of a job protection plan;
- the events listed above must entail a change of principal residence or the need for a second home;
- except in the event of company relocation or receivership, the distance between the old and new residences is greater than 70 km, or the distance between the new workplace and the old residence involves a journey time of more than 1 hour 15 minutes;
- the employee must become a tenant either 3 months before the event, or within 6 months of the event.

Loca-Pass®: the guarantor of my rental property
TheLoca-Pass® advance enables immediate payment of the security deposit required by the landlord. This advance, of up to 1,200 euros, is repayable gradually, interest-free, over a maximum period of 25 months.
Eligibility requirements:
- be an employee of a non-agricultural private-sector company;
- be under 30 years of age and undergoing vocational training (apprenticeship or professionalization contract), looking for work or a student employee (under certain conditions).
Mobi-jeune®: lighter rent
Mobi-jeune® is a subsidy for people under the age of 30 who are undergoing work-study training in a private company.
Eligibility requirements:
- be under 30 ;
- not have a current Mobi-jeune® application with Action Logement;
- be employed by a company in the non-agricultural private sector;
- be on an apprenticeship or professionalization contract;
- be a tenant at the time of training (whatever the type of tenancy: empty, furnished, subsidized or not, sublet, boarding school, etc.);
- earn a gross monthly salary less than or equal to 100% of the minimum wage.
- apply 3 months before the start date of the training cycle or up to 6 months after this date.
Visale: my landlord is reassured
The Visale guarantee strengthens the tenant's application by reassuring the landlord. The tenant is guaranteed to receive the rent for the duration of the lease. This scheme means that the tenant does not need to provide any other guarantee to the landlord. However, the guarantee is limited to 36 unpaid monthly installments.
Conditions for benefiting (since April 1, 2018):
- the tenant can be a student aged 30 or under, or be an employee aged over 30 in the private sector (excluding agriculture) hired for less than 6 months. Please note that the Visale guarantee only applies during the first six months of employment. The guarantee also applies to households entering private rental accommodation via an approved rental intermediation organization
- the property must be the tenant's main residence. It may be rented empty or furnished, and must belong to a private lessor, whether an individual or a legal entity, excluding HLM organizations.
- the rent, including charges, must not exceed 1,500 euros in inner Paris or 1,300 euros in the rest of France at the time the lease is signed
- the Visale guarantee is granted if the household's effort rate to pay the rent does not exceed half their income. For young people aged 30 or under with an open-ended contract, or for civil servants, the rate of effort is between 30% and 50%. For students aged 30 or under, the guarantee will be granted without means-testing, up to a maximum rent of 425 euros. Above this maximum rent, students will be subject to the conditions laid down for other categories of tenant.
A housing assistance scheme has been designed to act as an intermediary between landlords and young tenants in rent payment disputes. Thanks to Visale, young tenants under the age of thirty can honor their lease contract by providing the landlord with each monthly rental payment. It is therefore advisable to take the time to apply for this assistance before moving in.
